25/1/2017 10:45 | Most African countries have some form of "indigenisation", nationalisation, local content. Zimbabwe is no different, just gets more attention because of Mugabe and his wild ways. Look at the BEE laws in SA and what Pan African Resources and others have to do to comply. Many other countries require majority owned by local companies/ investors. For the purposes of Zimbabwe, it roughly means 51% equity of a Company in Zimbabwe companies/ local investors hands - look at CMCL in Zimbabwe with its main production asset 51% "nationalised" - they pay dividend and have market cap of £57m. However for ASA and other Zimbabwe companies it is not as simple as rudimentary 49-51 split. Many in Zimbabwe Government recognise the policy is broken and restricting much needed foreign investment. It has come down to individual companies submitting proposals to Government. For ASA there is company specific history and substantial Chinese investment to restart Bindura etc. that means for ASA, it is not a case of a 51-49 split. The court case could actually be blessing in disguise - it appears without merit, but kicks the can down the road again. Mugabe isn't getting any younger. Other countries outside of Africa have "indigenisation" in all but name. Many countries such as Egypt and Azerbaijan are going down the "Production Sharing Contract" style arrangement for mining, which is not really correct mechanism and more suited for Oil & Gas. Depending on terms, normally means Government gets over 50%. Short-term would not be too worried about Indigenisation, but Nickel spot | redtrend |
