Because twitter is a 2 way communication channel. He seems to enjoy it and responds to many other questions/ comments/ personal battles with doc holiday.
Why would he be on twitter if he were not wanting to communicate?

Yes delays. Yes, have a view about communication skills from the company (though I disagree with you). Yes, don't hold the shares if that is your decision. But don't tell me they don't know who to call in Tz for the GSA!

This appears to row back some way from the GSA merely awaiting final signature and as it was set to contain payment guarantees (like Wentworths) one of the approvals that might be a problem is that of the Tanzanian Treasury given the country's dire financial straits following the withholding of over $500m by Western aid donors:

Ill state a fact. AEX have failed to repsond to any Communication, including knocking on their office door some months ago. Try it. You maybe very surprised. What sort of a fully listed Company answers the phone with a curt ''Hello''? That's it. One of the reasons I now only hold a pittance of shares. For the record I am not short

Anyone who invests in countries like Tanzania knows that when Govt approvals are required you are entirely in their hands. It is a common problem in many countries. As long as it comes before the pipeline opens then there is nothing lost.
Why would the Govt build the link pipeline at their cost if they were not going to grant it?
