IFO 380 uses the higher quality "straight run residue" derived from atmospheric distillation which is an early stage procedure in refining crude apparently & 2% or so distillate is added to improve on the viscosity thereafter

In which case you may not want complex sulphur enriched refinery residue high-shear-mixed into micro particles and possibly emitted into the atmosphere. Water vapour doesn't count in the emissions.
